What is Strategic Portfolio Management?
Strategic Portfolio Management (SPM) is the discipline of continuously aligning an organisation’s full portfolio of projects, programmes and products with its strategic goals, and rebalancing that portfolio as goals, markets or constraints change rather than locking it in at the start of an annual planning cycle.
Gartner recognises SPM as the natural evolution beyond PPM. It’s also the discipline behind Ignite Technology’s Portfolio Leadership and Strategic Management practice, where PPM provides the operational foundation and SPM connects that foundation to the boardroom.
Gartner has found that only 16% of organisations are effective at SPM today. That’s why it has become a board level concern rather than a PMO level one. Most enterprises can tell you what their projects are doing. Far fewer can tell you whether those projects are still the right ones to fund.
How is SPM different from PPM?
| Project Portfolio Management (PPM) | Strategic Portfolio Management (SPM) | |
|---|---|---|
| Core question | Are we delivering our projects well? | Are we funding the right projects at all? |
| Time horizon | Project and programme lifecycle | Continuous, tied to strategy |
| Owner | PMO and delivery leadership | Executive leadership and the board |
| Typical output | Status, risk and resourcing reports | Investment reprioritisation and outcome tracking |
Why Enterprises are Moving to SPM
- Agentic AI and Automation programmes don’t fit neatly into project based PPM tracking. SPM’s model, built around outcomes, suits this kind of continuous, fast moving investment.
- Faster reprioritisation in volatile markets, where annual portfolio planning cycles can’t keep pace with quarterly strategy shifts.
- Board level demand for outcomes rather than outputs with leadership increasingly wants to know what a portfolio achieved. Delivery status alone no longer answers that question.
- Complexity across multiple business units where a genuine portfolio of portfolios view across regions and business units is achievable.
Features Of Strategic Portfolio Management
Connect Strategy to Delivery
Investment decisions link to strategic objectives, so leadership can trace projects back to the goal it serves.
Reprioritise as Conditions Change
Rebalance the portfolio as conditions change, rather than waiting for the next planning cycle to correct course.
Governance Based on Outcomes
Track realised business value against the original investment case, going beyond delivery milestones alone.
Governance at Scale
A single governance model holds up whether you’re managing a single or multiple business unit’s projects.
Ready for AI Investment
Extend governance discipline to Agentic AI and automation change programmes.
Improved Time to Value
Faster reallocation of funding and resource toward initiatives proving their value, informed by better data.

How Can Ignite Help Your Enterprise?
Ignite Technology has delivered portfolio governance in regulated, high consequence environments since 2002. As an Expert Advantage partner with Broadcom and a Tier 1 partner with Planview, we implement SPM as a discipline rather than a one off software rollout.
Ignite Technology is a Broadcom Expert Advantage partner and a Tier 1 partner with Planview, with over 20 years delivering portfolio governance in regulated industries.
Client Success: Giving University of Prince Mugrin's Leadership Real-Time Strategic Visibility
University of Prince Mugrin’s leadership ran academic, administrative, and quality initiatives through disconnected tools and manual reporting, with no single view of status or risk.
Ignite Technology’s consultancy approach replaced that with one governed, real-time platform, giving leadership the visibility and audit trail a regulated institution needs.
Case Study: Giving Al Rajhi Bank's Leadership Real-Time Control Over 350 Projects a Year
Al Rajhi Bank’s leadership reviewed up to 350 projects a year with no centralised way to track any of them. Ignite Technology’s consultancy and delivery approach replaced spreadsheets and manual templates with one real-time view, speeding up approvals and giving leadership, including the CEO, confidence in every decision they made.

Frequently Asked Questions
PPM manages how well a portfolio of projects is delivered, covering schedule, budget and resourcing. SPM manages whether that portfolio is still the right one to fund, continuously reconnecting it to strategic goals as they shift. Most enterprises need both. PPM provides the operational foundation, and SPM keeps it pointed at the right targets.
ServiceNow SPM is a genuine, Gartner recognised platform in this category. Ignite takes a different route rather than a better or worse one. We’re an Expert Advantage partner with Broadcom and a Tier 1 partner with Planview, so where ServiceNow asks you to adopt its own platform, we bring consultancy led SPM delivery on top of Clarity or Planview. This suits organisations where either platform is already part of the existing estate, or where an independent implementation partner is preferred over a single vendor relationship. Talk to us about a direct comparison for your environment.
Agentic AI and automation programmes rarely fit neatly into a fixed project scope, because they evolve continuously once deployed. SPM’s model, built around outcomes and continuously rebalanced, suits this kind of investment and extends the same governance rigour used for traditional projects to AI driven change.
It means one governance model that holds up whether you’re overseeing a single business unit’s projects or coordinating investment across several regions and business units. Ignite’s work for Qiddiya applied the same model across several simultaneous giga project cornerstones, without needing a different framework for each.
Bring agile delivery data, from tools such as Rally or Planview AdaptiveWork, into the same strategic view as traditional project data, rather than running two disconnected reporting layers. Ignite’s Agile ValueOps practice and SPM consultancy are designed to work together for this purpose.
Strategic portfolio management (SPM) is the practice of connecting an organisation’s strategic goals directly to the projects, programmes and resources delivering them — prioritising investment, reprioritising as conditions change, and governing outcomes rather than just tasks. It sits a level above traditional project portfolio management (PPM), giving leadership real-time visibility into whether delivery is actually advancing strategy, not just whether projects are on schedule.
As organisations run more concurrent initiatives — digital transformation, AI adoption, regulatory change — traditional project-level tracking stops being enough to know whether the right things are being funded. Strategic portfolio management gives leadership the visibility to reprioritise investment quickly, govern by outcome rather than task completion, and connect day-to-day delivery back to strategic goals at enterprise scale.
Yes. Both Planview and Broadcom’s Clarity platform are regularly named in Gartner’s Strategic Portfolio Management category research, alongside vendors such as ServiceNow and Adaptive Insights. Ignite implements and supports both, so we can help you weigh Gartner’s category analysis against what actually fits your existing tech stack rather than treating the research as a single right answer.
There isn’t a single best SPM platform; the right choice depends on your existing vendor relationships, the maturity of your PPM practice today, and how much of the investment-prioritisation and outcome-tracking layer you need on top of project execution. Planview and Clarity PPM’s SPM capabilities are the two Ignite most commonly implements, and we’ll recommend based on your environment rather than a fixed preference.
Yes, though it’s still an emerging capability rather than a mature category. Both Planview and Clarity PPM are adding AI-assisted prioritisation and forecasting into their SPM modules, and Ignite can advise on how mature that capability actually is against the marketing claims before you factor it into a buying decision.
