Qiddiya Builds Entertainment City in Desert with Clarity

How Ignite Technology's Consultancy Approach Gave Qiddiya's Leadership Real-Time Portfolio Oversight

Giving Executive Leadership Control Across a Multi-Billion-Dollar Giga-Project

About Qiddiya

Qiddiya is one of three giga-projects underpinning Saudi Arabia’s Vision 2030. It is a multi-year, multi-billion-dollar programme spanning five distinct cornerstones (parks and attractions, sports and wellness, nature and environment, arts and culture, and motion and mobility) plus a real estate portfolio, delivered through hundreds of concurrent programmes, projects and sub-projects across numerous vendors and subsidiaries.

At that scale, the hardest problem is giving the people accountable for the outcome, Qiddiya Investment Company’s executive leadership, a single, trustworthy view of everything happening at once, so decisions get made with confidence rather than in the dark.

Ignite Technology was selected as Qiddiya’s consulting and delivery partner to solve that governance problem.

Governance Challenge Facing Qiddiya

For a board or executive team accountable for a nationally significant, multi-billion-dollar investment, the risks that matter most are strategic rather than technical.

  • Leadership could not easily see the true status of every workstream, including the ones not reporting good news.
  • A delay or issue in one of Qiddiya’s five cornerstones could affect delivery elsewhere before anyone at leadership level noticed.
  • Hundreds of programmes were running in parallel, across multiple vendors and Qiddiya Investment Company’s own subsidiaries, with no single source of truth spanning financial position, project progress and demand.
  • Spreadsheets, status decks and manual reporting cycles could not keep pace with a programme of this scale.
  • As one of Saudi Vision 2030’s three giga-projects, Qiddiya’s leadership needed to demonstrate clear governance to government stakeholders and the public, not just to internal teams.

Ignite Technology's Approach

Ignite Technology was brought in as consulting and delivery partner. The engagement was built around advice and delivery, using Clarity PPM as the underlying platform rather than starting from the product and working backwards.

Delivery mattered as much as design. Ignite implemented the platform without disrupting Qiddiya’s ongoing programme, a requirement given that hundreds of workstreams were already in motion. Automation and governance removed manual data collection and benefit tracking from project teams’ workload, freeing them to focus on delivery.

Benefits and Business Outcomes

Ignite Technology leveraged its Broadcom Expert Advantage Partner status and expertise across Clarity to help Qiddiya achieve:

  • A single, real-time view of financial position, project progress and demand across the entire portfolio.
  • Faster, more confident decision-making, with risk visible early enough to act on cheaply.
  • Clear governance that leadership can point to when reporting to government stakeholders and the public.
  • Project management teams freed from manual data collection and benefit tracking, so they can focus on delivery.
  • Implementation delivered without disrupting hundreds of workstreams already in motion.
  • A governance model that scales across all five of Qiddiya’s cornerstones and its real estate portfolio

Frequently Asked Questions

Any organisation running a large capital programme with multiple delivery partners faces a similar problem. Visibility degrades as scale and vendor count increase, and by the time a problem shows up in a status report, it is often too late to act on cheaply. Closing that governance gap is what Ignite’s consultancy work is built to do, on programmes of any size. Qiddiya is simply the giga-project scale example of it.

By consolidating financial, project-tracking and demand data from every workstream into a single, real-time view. This is the approach Ignite Technology implemented for Qiddiya Investment Company’s leadership team, replacing fragmented manual reporting with one consistent source of truth across the whole giga-project.

A consultancy starts from the governance and decision-making problem an organisation actually has, then designs and implements the platform and processes needed to solve it. On Qiddiya, that meant Ignite Technology designing a governance model for a five-cornerstone, multi-vendor giga-project, then implementing Clarity as the underlying platform without disrupting delivery already in motion.

Yes. Ignite acted as consulting and delivery partner to Qiddiya Investment Company, one of the giga-projects under Saudi Vision 2030, and operates its own offices in Saudi Arabia and the United Arab Emirates. This is part of a client base of over 100 organisations spanning the UK and Ireland, Northern Europe, the Middle East and Africa.

Yes. The biggest risk on large programmes is usually not a single delivery failure. It is a leadership team not seeing a problem early enough to act on it cheaply. Consolidating cross-vendor data into one governed view, as Ignite did for Qiddiya, turns that risk from a late surprise into something leadership can manage in real time.
